PORTLAND, Oregon, November 6, 2017 – The Trump Administration recently appointed John E. Huffman as the new State Director of the U.S. Department of Agriculture (USDA) Rural Development in Oregon. A former state legislator, Huffman will now help to implement USDA policies and Rural Development programs in the state to improve the economy and quality of life in rural America.
“It is an honor to be selected by the President to fill the extremely important role of State Director of USDA Rural Development in Oregon,” said Huffman. “I look forward to working with the President, Secretary of Agriculture, and Assistant to the Secretary for Rural Development to increase rural prosperity and enhance customer service through innovation and partnerships in our state.”
Huffman has spent the past 10 years as an Oregon State Representative. His extensive experience identifying the needs of the rural communities he represented and helping to implement solutions will inform his new position with Rural Development. One of his first achievements in the state legislature was to help bring cellular infrastructure to a rural county in central Oregon. Huffman served on the Joint Committee on Ways and Means and numerous ways and means subcommittees over the years. He has also led wide-ranging efforts, from expanding affordable rural housing, to connecting rural businesses with the resources that will enable them to thrive, to supporting the installation of new sources of renewable energy.
Prior to serving in the state legislature, Huffman owned and managed a successful radio station in north central Oregon for 22 years. He is supported in his work by his wife, Korina.
As State Director, Huffman will use his leadership experience to oversee Rural Development programs in a customer-focused manner to improve prosperity in rural Oregon.
The Oregon Lottery is a leader in the gaming industry and an important contributor of revenue for the state’s schools, parks, watershed restoration, veteran’ programs and outdoor schools. We are looking for a Program Manager to provide effective management of the project initiation, planning, execution, control, closure and evaluation activities for projects of various size and scope.
As a member of the Enterprise Program Management Office (PMO) team the Program Manager in consultation with the Program or Project Sponsor(s), Technical Lead(s), and other stakeholders, provides effective management of the project initiation, planning, execution, control, closure and evaluation activities for projects of various size and scope. Projects include both business and IT centric initiatives and project management scope includes people, process and system implications and solutions required for program and project success.
Typical project management functions include program scope and schedule development and maintenance, project communications, team meetings, status reporting, change management, process improvement management, issue and risk management, etc. The Program Manager leads, manages and coordinates enterprise-wide programs & projects involving diverse sponsor and stakeholder expectations and cross-functional teams. The Program Manager develops new and enhances existing project management processes, tools and techniques. This position also supports business program portfolio management functions including the development, maintenance and on-going status reporting for the Lottery’s project portfolio database, associated IT resource allocation and Project and Portfolio Management (PPM) methodologies, and may act as the PMO’s team lead.
