Portland Harbor Superfund is a contaminated 10 mile stretch of the Willamette River stretching from Kelly Point Park to the Broadway Bridge. More than a century of industrial uses left areas of Portland Harbor contaminated with hazardous substances. They include polychlorinated biphenyls (PCBs), heavy metals, polycyclic aromatic hydrocarbons (PAHs), dioxin/furans, and pesticides. The Environmental Protection Agency (EPA) released a record of decision about the cleanup of that stretch of the river in January 2017, and cleanup will begin in the next two-three years.
Eating Portland Harbor resident fish such as bass, catfish, and carp is a health risk, especially for people who regularly eat these fish, and for infants breastfed by people who eat resident fish.
The Oregon Health Authority (OHA) is responsible for determining how much fish (if any) is safe to eat, and releases fish advisories as needed. This Multnomah County position is responsible for ensuring that people who eat fish from the river understand the risks and ways to protect themselves, their families, and their communities.
As the Health Educator you will work with colleagues in the County, other agencies, community-based organizations, and community members to create culturally-specific communication packages to help people impacted by these fish advisories understand the risks. You will be creating new communication materials in close collaboration with impacted and vulnerable communities. You will sometimes work on restricted sites and must follow all proper protocols. This position may be required to respond to public health emergencies.

Primary responsibilities: monitoring status/trends in habitat conditions for ESA-listed spring Chinook Salmon in upper Grande Ronde River and Catherine Creek basins in Northeast Oregon. Collect stream habitat data using remote sensing methods and standardized instream habitat monitoring protocols. Primary objectives, collect data necessary to assess current status, trends, and key limiting factors in fish habitat characteristics (e.g.water temperature, pool habitats, streamflow, fine sediment) to the viability of spring Chinook Salmon populations, evaluate effectiveness of stream restoration actions aimed at improving key limiting habitat factors; Essential Job Functions: specific duties may include, but not limited to: conducting stream habitat surveys using standardized protocols including mapping stream channel topography, measuring fish habitat characteristics such as channel unit classification, large woody debris, substrate size, discharge, stream temp., riparian vegetation; recording stream habitat and biological data using electronic data loggers and/or paper datasheets, transfer/enter data into database; using ArcGIS or other geospatial software to post-process topographic stream habitat data; collecting benthic and drift macroinvertebrate samples using standard methods; conducting snorkel surveys to estimate fish abundance and size classes.
Required Qualifications: dependable individuals interested in environmental and fisheries sciences with qualifications of: minimum 3 months relevant work experience and 2 years undergraduate education leading towards bachelor’s degree in Fisheries Science or related field; bachelor’s degree substitutes for work experience; familiarity with collecting scientific data in lab and field settings using specialized equipment (e.g., data loggers, GPS, water quality probes, macroinvertebrate samplers, discharge velocity meters), ability to execute detailed technical procedures; experience with computer applications and data management, proficiency with Microsoft Excel and Word; must be well organized – attention to detail, accurate record keeping; ability to work effectively and positively in team environment or independently in field, office, lab settings; ability to communicate effectively orally and writing with people from variety of agencies and cultures about project objectives and methods; willingness to work under field conditions such as hiking with gear to remote locations; hot, cold, wet conditions involving up to 12-hour workdays wading in streams; valid driver’s license, good driving record, ability to lift and carry objects weighing at least 50 pounds; must be available for work between June 4, 2018 and September 30, 2018.
Desired Qualifications: General knowledge of Pacific Northwest fish biology, aquatic or plant ecology, fish habitat requirements, fluvial geomorphology, hydrology. Experience conducting stream habitat surveys, surveying methods using Total Station or other survey equipment. Basic experience using ArcGIS.

Responsibilities; oversees a team of scientists, biologists, and technicians developing tools
and methods to monitor aquatic ecosystem recovery; develops, leads research projects evaluating
threats, factors limiting salmonid populations, such as impairment to habitat quantity/quality,
land use, climate change, other anthropogenic factors.
Required: Ph.D. in fisheries, biology, aquatic ecology, or closely related field. A M.S. degree plus minimum 5 yrs. relevant experience. analysis, principle components analysis, multidimensional scaling), structural equation modeling,
spatial statistical modeling, and familiarity with life cycle modeling; valid driver’s license.
Supervision Received/Given: reports directly to Fishery Science Dept. Manager; incumbent acts
as primary supervisor for up to 4 full-time staff and occasional seasonal technicians, interns,
