Mortgage Counseling and Navigation Services for Portland Area Low Income Homeowners

Mortgage Counseling and Navigation Services

Low Income homeowners will receive financial and foreclosure prevention counseling, and/or support in navigating CARES Act Mortgage Relief options from one of four culturally specific non-profit community partners that serve BIPOC communities.

About the program

Low Income homeowners will receive financial and foreclosure prevention counseling, and/or support in navigating CARES Act Mortgage Relief options from one of four culturally specific non-profit community partners that serve BIPOC communities:

  • African American Alliance for Homeownership
  • Hacienda CDC
  • Latino Network
  • Portland Community Reinvestment Initiatives, Inc.

Homeowners will also be asked to participate in a survey to determine financial impacts of COVID-19 to Portland residents, to identify any themes or disparate impacts based on industry, geographic location, race/ethnicity, disability, etc.

Eligibility

  • Resident of the City of Portland
  • Must be at or below the 80% Area Median Income level to be reported into PHB Service Point

Priority is given to low income homeowners that have received the PHB Down Payment Assistance Loan, the Home Repair Loan or the Lead Remediation Grant. The aim of the program is to ensure that homeowners of color that the City has invested in their success are able to continue to stay in their homes.  Non-Profit community partners will make direct contact to past clients by email, phone and letter

Outcomes expected

  • 579 homeowners contacted to determine need
  • 400 households will receive mortgage counseling/ navigation support
  • At least 230 households will be referred to the Homeowner financial Assistance program (see below)

Timeline

Contract negotiation and program development (development of forms, service delivery, MOU’s, CARES training, etc) now through August 30th, survey and counseling to begin September 2020.
